While the technical answer is that the tuition and board are covered 100% for all students, there are costs that will be incurred. From my recollection, I had an upfront amount (though nominal) that defrayed some of the initial uniform and school equipment costs. Additionally, while there is a "stipend" a large portion of that was used to pay for required items, which included textbooks. But in the big scheme of things, it only costs 9 years of your life (4 for school, and 5 for the military commitment). Don't treat that as immaterial.

"Students, referred to as cadets, are officers in training, and their tuitions are funded by the U.S. Army in return for an active-service duty obligation." That obligation to the Army is 5 years active-duty and 3 years reserves - 8 years total. They also receive free room and board, and are given a monthly stipend (when I was there, $200-$800 depending on what class you were).
